How is that supposed to help in this case where the cop writing the ticket is reported to have admitted that it would be thrown out in court and the police department spokesman said it shouldn't have been issued in the first place since there's no law against how she was riding.

If the police officer is really writing tickets that he knows will be thrown out as unjustified then he should be fired.
