Wheels Manufacturing in Boulder makes a bunch of different hangers, but their selection is for bikes marketed in the USA, which your Torpedo isn't. There's a good chance that it uses the same hanger as another bike, so Wheels may have what you need, but there's an equal or greater chance that it's different, and you can't afford to keep buying hangers you can't use (unless eventually you open up "").

I suggest that you try to contact the frame's maker in Germany to either buy a hanger directly, or get the exact specs, or possibly the name of a dealer in Romania or Germany who can take care of this for you.
