I don't think you should claim things that aren't yours regardless of the shape it is in. Contact the University Police and let them know that you think the bike is abandoned.
They will either confiscate it or put a notice on it that the owner needs to remove the bike within a certain period of time or it will be confiscated. Usually the University Police will tell you what you need to do in order to claim it from that point.
