That's really subjective, but you knew that.

I like the various forms of the BL-R400 (all of the vintage SLR levers are pretty much the same). I like the Tektro R100s (especially the price), but they don't produce the same effective reach as the Shimano levers I use. I had the Tektro R100s on some old SR 38cm wide bars and didn't like them. I mounted some on a randonneur bend bar, though, and thought they worked really well there.

In a perfect world you'd try both and see what works best for you. Note that Tektro is selling the R100/200 and the RL340/341. They're different.
