I'm thinking the opposite.

I think that training wheels delay kids learning to learn to ride bikes. There is a modern trend toward "push bikes" that have no pedals or crankset. After kids push one of them around for a while and learn to balance and coast with their feet up, adding pedals isn't a big deal. Those weren't available when my kids were little so I just took a garage sale 16 incher and lowered the seat as low as it would go until they figured it out.
