Guidance on disassembling a Dyna Drive pedal?

I picked up a Lotus Eclair today, an 83ish with the full first-gen Deore drivetrain. There are two little things I noticed needed fixing before she's roadworthy. The first I wanted to tackle is that one of the Dyna Drive pedals needs a rebuild. I can't quite figure out how to open it up, so I'm wondering if anyone has done this and can steer me in the right direction.

I can see the bearings through a little tiny space between the washer and the threads, so I know they're right there, but trying to turn both the nut that sits on top of the pedal and the washer that sits below it (which also has wide flats, maybe 20mm or so) either way didn't accomplish any loosening.

It's the left pedal, if that makes a difference.
