I would ask what the tune-up includes....were all the bearings overhauled(bottom bracket, hubs, headset)? Wheels trued? New cables, housings, and bartape - that's atleast $30 worth of parts(not to mention labor). If the tires are good, and it's been fully serviced by a capable mechanic, I would see no issue with paying the asking price(or close to it).
