I don't know about half, but that cable routing is painful, and very easy to fix. In addition, bike really needs to be complete: tires, tubes, lever hoods, bottle cages, pedals. With these deficiencies, total, may cut it in half. This is on a C/L sale. Ebay, you might just want to sell it as a frameset. It could do pretty well on ebay.

C/L buyers around here want complete bikes that are ready to ride. Incomplete bikes, even one as beautiful as your chrome bike, sell at a hefty discount.
