We're approaching -- actually, we've probably passed -- the limits on my Swedish. But I think the Google translation is basically right. I'd add: måstet means must, so the first sentence seems to be something like: For travel, the bicycle must be (polleteras -- what Google translates as 'clear registered') 48 hours in advance, etc. And the third sentence is: so that you are insured against liability.
