Honestly I wouldn't sweat it too much. The nice thing about an air/oil fork is that you can adjust it however you want. The manual just gives a good baseline to start at.

I have an older air Zocchi and run at 44-ish, same for my other bike with a Rockshox.
it's reasonably firm for me, but enough squish to keep me from endo-ing from frequent rider errors
Adjust according to what you like...
15 lbs seems way low for a 120-130 travel fork, 51 might seem too firm...
depends what you like...
