Fenders are necessary only if you will ride in the rain. If you can plan your short tour around a good stretch of weather you won't need them. If your climate has frequent afternoon showers no matter how good the forecast then you might be riding in the rain and fenders are a good idea.

I am assuming that your bike has 26 inch wheels. I don't see these suggested very often, but I like the Kenda commuter tires a lot. I ride my day trips with the Kwest hi-pressure, but you might like the "iron clad" ones for puncture protection touring. I think the 1.5s will serve you well, the 1.75s if your tour is going to take you off pavement. The 1.5 are higher pressure tires.
