If you have spacers above the stem you can remove the stem and put them under it. Some say to leave at least one above the stem. If the steer tube is cut short and there are no spacers you could try one of those mickey-mouse adapters.
You might also be able to get a stem with a steeper angle to raise the bars. How much do you need to go up?
