No, it's not. I Knew a guy in the mid 90s who was riding an old 'Goose, like that. The extra holes you see in the rim are not spoke holes. They're way too big. On the one he had, there was colored plastic inside the rims to fill up those holes. It was more substantial than the typical rubber rim strips.
