Personally I'd just think of the wear and tear as adding character. A touring bike and it's accessories should be pretty utilitarian IMO.
So I wouldn't bother, but if I were that concerned (which I never would be) I'd probably either get it powder coated or get a new rack depending on what the rack cost.
