I've folded tubes like that and it works for a while. For instance, in one case it too a year before it wore through at the fold and caused a flat. It's definitely the wrong size tube, but there's something else going on if it flats all the time. Or, if it gradually goes flat over the course of a couple weeks or months, then it's just normal leakage.
