No, the picture is deceiving, they just spring exactly as you describe. My LBS was still selling them 5 or 6 years ago. Don't know if they still do or not, but they are still available on line. The other thing that works well is a strip of velcro. It's better than rubber bands because you don't have to stand on one foot and try to get it over your shoe.
