The second bike is an upside-down bike, but only half finished. It is rather easy to make. You just flip the handlebar stem/forks in the head-tube. Usually one will then attach an extended seat tube onto the "top" (formerly the bottom) of the bottom bracket and some sort of extension for the handlebars. My main in-town bike was one of these for about a decade. It was an extremely safe bike since the main safety risk at that time and place was inattentive motorists who would simply not notice bikes. They would notice this one. I did have to watch the vertical clearance, though.
