There is another option as well - 16 inch motorcycle tire. I think the size is 16. something or other, but they will fit perfectly on a 20 inch bike rim. As for width, you are looking at about 3.5 to 4 inches, so not all frames will take the tire - most bmx frames will though. These tires are comonly found on the rear of motocross bikes in the 80-175cc range.

For the smooth tire, just mount it on a rim and take your angle grinder to the knobs, letting the tire spin as you grind them down.

Drill the valve hole out of the 20 inch rim to take the motorcycle valve, and you're done.
