What do you consider "best"? Light weight, low cost, stopping ability, looks? I ask because I'm not sure one brand of brakes is actually functionally better than another. Ultegra or DA brakes are probably lighter than generic Tektro brakes, but the mechanics are about the same. Many people recommend just replacing the pads if you just want better stopping power. On a previous bike I "upgraded" my generic brakes to 105s, mostly because I wanted a "full 105" group, but I assumed the 105 would actually function better. I was disappointed because they functioned no better than the generic. I guess the short version is don't expect "upgrade" brakes to do anything special.
