It looks like you run just cable from the first stop through the curved noodle and to the brake. Does this frame have disk mounts? That's the only thing I can think of for the lower stop.

A larger picture would help. I couldn't find anything similar on the google images.

The SOMA web site says this. "52cm sizes and smaller have a seat tube mounted cable stop instead of a seatstay cable stop"
