I have had two Gitane TDFs. Both have forged drops, and no RD hanger. One appears to be stock and the other looks like it may have been trimmed?
Seat post size is a better indicator (with Cinellis being a notable exception).
and, plenty of older, nice British bikes (50s and earlier?) don't have forged drops...
