A tent for the officials adds to the visibility of the finish and adds professionalism, IMHO. As an official at other promoters' races, a tent is a nice courtesy and makes the job easier in rain or bright sun. Yeah, visibility also depends on how the road is curved and contoured. Sometimes the finishline is easily visible from 200M even without cones. Other times you have to be right on top of it. But I'm after a total spectacle for a finishline. Like you're joining a party when you finish the race....
