I think the respondents were limited to the single worst behavior. I'm sure far more than 40% see talking on cell phones and texting as significant problems, even those who do it. In fact, I was at a bus stop in Seattle a few weeks ago when this topic came up among those of us who were waiting. Two of the five other people admitted to texting while driving even though they both described it as dangerous and wrong. They both rationalized that they only do it on low-traffic roads when there are no other cars nearby. Those would be the same roads most cyclists will seek out.
