Panarecer T-Servs are the best touring type tire I have used. Low weight for what they are, great flat resistance, excellent grip and wear. Not cheap, but I've seen them for around 40 bucks a piece. I paid 50 per tire at a shop and they have been absolutely worth it.
Panarecer Paselas are ok and a lot cheaper but wear much faster and I think don't corner as well.
