This looks like a 92 Sirrus. And the size is more 56-57cm. The earlier Sirrus bikes were road racing frames, lucky if you can get a 28mm on there. I think the later models loosened up a bit, and even had eyelets at the dropouts.
Mine had eyelets AND very little clearance. I never quite understood this combo...
