Those are track racers in the video. If we're talking road sprinting, I don't think anything really does it except on the road. I'm sure some people can sprint all-out out of the saddle on rollers, but I'm not one of them. Weight lifting helps a little. Mostly just sprint repeats on the road, spinups, mashes, etc. As far as general conditioning, I prefer rollers with resistance. There are helpful roller drills anyone can do - fast pedal like the video, one-legged pedaling, low cadence high resistance work, etc.
