Personally, I think this one has lots of potential. While I'd like to see better pics and get the serial number, it appears to be a mid-1980s Shogun 200 and may possibly be a 400. The big thing is that it has a double butted CrMo seat and down tube and possibly Tangaloy forks. It also has what appears to be aluminum rims. Mixtes are a hot commodity and this one could be up to 5 lbs lighter than your typical, hi-tensile steel mixte. Besides the flat tire and some minor work, the critical, missing piece of the puzzle is the OP's locale, to determine market conditions.
