Actually, it turns out that part of the reason is the wind over the Arctic Ocean. Usually, it starts dropping south in the winter but this year, it's just swirling over the North Pole. That's why Cordova, Alaska has seen 15 feet of snow this year while the rest of the country deals with the warm weather.
