Something I don't get. The Romulans had cloaking devices. The Klingons somehow obtained cloaking devices. Kirk stole a cloaking device and stole a Klingon vessel with a cloaking device to save a couple of whales. So at the very least the Federation had 2 cloaking devices on hand to play with. Why didn't they ever install them? Were Federation engineers too dumb to figure them out? Would have been really handy when the Bork were running around causing trouble.

Just wondering.
