I don't think Laguna is harder than BA or BA harder than Laguna, just different. The two climbing sections of Laguna is not that hard, steady but not hard. The last section on Laguna is a serious b*tch. Tight, steep, rough roads. BA has longer climbs, not as steep (Oak Glen is steep but the Laguna third climb is just tough) just longer. Also the ending is pretty similar, mostly downhill. BA has two difficult sections - damnation alley and the final 8 miles up to Onyx. Damnation alley is only 6 - 7% but is just monotonously straight and nothing to indicate it's grade. Onyx only because of you are climbing into altitude and it's the last climb of the day. I would equate the third Laguna climb similar to Decker if Decker was the last climb in the Mulholland challenge.
