Headset troubles

Hello

I'm having trouble removing the fork on my 2001 Enduro. It has an Aheadset threadless headset that uses a circular plastic shim to hold the top bearing cover on. The problem is that little plastic shim has jammed in there so tightly that it won't come out. I spent half an hour trying just about everything to pry it out. I've removed it before with no problems, but I've since had to crank down the tension to prevent creaks and I think that may have really compressed the shim.

Any ideas on removing this uncooperative shim? Thanks in advance.
