My Merckx takes 28c tires, has relaxed(ish) geometry and weighs ~20 lbs. Budget killer though.
Just sold a 80 Trek 710 that was in the 23lb range that satisfied all of those requirements but was upgraded to a mix of 8 and 9s Ultegra. I think I got about $300 for it?
Trek Elance sounds like it might be a good bet, but unless you upgrade the components, in your size it won't be under 25 lbs.
