Yes, a stamped 16t is probably crap.
Buy a new chain. That way you know what you've got. Use the 49 till you can get a 48. 49x15 and 50x15 are nice race gears.
Also buy some steel chainring bolts, if it doesn't have any already. Alloy bolts will break over time.
...or just file a claim with ebay.
