Find out what the frame tubing is and it will help confirming on what the bike really is. 160 Euros do not seem to be a high enough price for a real pro Festina/Peugeot bike, plus the provisions for fenders and specially the eyelets on the front dropouts seem to say that it might indeed be a mid level model commemorative "replica" at most by Peugeot as they did similarly for their 100 year commemorative bike.......but who knows, it still could be some sort of wet conditions training bike that they used.
If it is replica, 160 Euros might still be in the ballpark of what one might expect to pay for this bike, if it has good tubing on its frame.
