The combination I've found that worked well was an Armadillo tyre in 28mm so I can run lower pressures. This stands up the tire less on an piece of glass, the tyre wraps around the object instead. Less pressure on the casing at that point too and less susceptible to penetration.

Then I add a kevlar liner, use a thorn-resistant tube with the thicker layer on the tread. Add some sealant slime and I'm invincible!!!
i get puncture flats from road debris..
