The actual safety material in helmets is the foam. The plastic cover is cosmetic but also keeps the foam from getting cuts and gouges. The problem with impacts is the foam can weaken and get small cracks that can't easily be seen. It's always a good idea to replace helmets that had major impacts. Search online and you can get a good helmet cheap.
