The baking SODA (I misspoke when I called it "powder") is used to neutralize the OA solution. Add it bit by bit, slowly - it fizzes up and once the acid is neutralized it stops fizzing.
I flush the parts with clean water and treat them immediately so they don't rust again, and depending on what I am doing, the rust inhibitor might be frame saver, clear coat, touch-up, oil, car wax or whatever.
