Fairdale Weekender for cyclocross?

Basically, looking at getting one of these and converting it into a cyclocross/light tourer/commuter (yeah, the all-arounder). I am a college student with a budget and am asking if it is feasible to convert this or if i could find a bike that is already set up the way i want it for the same or better value.

I like the sram components and the 1x9 gearing (my only bike as of now is fixed and I can handle 50-60 rides regularly, i figure the legs could use a bit of a break though, but not too much )
I like the disk brakes
I like the frame (steel and mounts)
I like the tire clearance (gives me options)
I have drop bars/pedals/seat for the conversion
Aside from "brifters" compatible with the sram 1X9 (really only need one and a hooded brake lever) and maybe a rear rack, what else would i need to buy/ change? or am i wasting my time and this bike is already out there somewhere?
