Add arm and leg warmers when it gets too cold for jerseys and shorts.
Put on windbreaker and/or winter jersey, same thing for the legs - add
wind blocking pants and/or winter bibs/riding pants and lightweight gloves
when the temps go down further. When that's not enough; use balaclava
on head, add sweater and/or sweatpants, winter shoes.
