I agree with Falanx, my wife used to ride an old frame of her father's which had very ornate lugs but 40 years of wear and tear on the paint. I got it resprayed pearl white then painted the lugs emerald green and lined them in gold by hand. It worked beautifully, even with my limited painting skills.
