First of all I wear a cap, which transitions to a fleece "beanie" under the helmet when it gets colder. A base layer (added layers if necessary) and a jacket/jersey hybrid windstopper. I also wear tights and thick gloves. One of those scarf things to cover your face, and extra thick socks. Toe-warmers are also nice.

Around here, the weather never gets so bad that that is not sufficient, as long as there is no heavy rain. That is the one weather condition I do not ride in (and also, have no gear for). When that happens --> Rollers
