I'd still notify the school as they may be able to identify the vehicle without the license number. Even if the matter can't be taken to the police, there's a chance the principal will call the students in for a chat. You never know -- maybe something like this has happened before or will happen again and your reporting of the incident helps build a case against these delinquents.
