I'm thinking Frankenbike. The fork doesn't really match the frame, but rather appears to be from a British bike (lamp bracket on the right fork blade for use in traffic driving on the left side of the road). The frame looks fairly generic, but has forged dropouts with a derailleur tab. Fixed gear without brakes or foot retention!
