I low-rented a similar solution by taking scissors to a $6.99 safety reflective vest, cutting out the reflecto tape into strips about a foot long then using velcro to strap to my calves. Result: a 2 inch by (more than) a foot reflecto strip running down the back of each calf, held in place at the top and bottom by velcro. Huge amount of reflecto surface area and of course there's motion also.
Had my wife follow in our old minivan with crappy headlights, she said they make me quite visible even at long distances.
The movement of lights in the rear do a lot making the bicyclist more visible. That it what it all about. The strips I have are also, of the reflective nature, with a small battery, I am getting blinky and something mount two Superflash Clones to.. Anything that adds to our rearward and forward visibility is good for us..
