Recontact Downtube with a lot of pictures of the hinge area of your bike. I am assuming you bought this bike used from someone. It may in fact not be a model 9. Downtube should be able to confirm it from the pictures or the serial number. Thank god my good folder is a Bike Friday Pocket Rocket that I bought in 1994. They still have all my build details in their files. If I need something I can at least get it. Maybe the person who sold you the bike gave you wrong information. I wish you luck with this. From what I see in the picture what you have is not going to work. It may also be time to find a Downtube dealer and get them involved. Roger

Edit: I looked at as many Downtube 9s as I could find on Google Images and those do look like the right parts. Fold the bike together and tighten the quick release and see if it holds. At least the release lines up with the slot in the front part of the frame. Again I feel a dealer might be your best option on this one. Roger
