One more detail: In the Netherlands as here in Copenhagen, bike lanes and paths are meticulously cleaned on a daily basis, and in case of snow, even more often. So, the "necessary for the conditions" case would only be that the rider felt that others around him were going too slowly. I'll admit that I do once in a while leave the cycle path when I'm in a hurry to get somewhere in central Copenhagen, but I'm aware that by doing so I break the above mentioned social contract. I guess i've been riding around town too much with my crazy messenger son
