No, I believe that is supposed to be the actual weight, as I asked them about the actual weight of rack/basket by itself. It's a heavy basket.
Also heavy is the Ewald 257GB Multi-fit Rack, Wald's version of the "porteur" rack which comes in at eight pounds.
