Yes, true as to tube types in US, but the Primato always had a flat fork crown, too. At least every one I've seen that was labeled as such. I have seen frames that shared every feature with the Primato apart from the fork, and have never seen a model name on them.
The bike should clean up well. I would totally disassemble and treat with frame saver, for starters.
