I agree it looks like some kind of early aero bar shifter mount. Maybe Scott? Maybe by a company other than a bar manufacturer. I would venture to say the yellow wheel is for making on the fly adjustments to index shifting.
+1 from me. Some of the early aero bars had a bridge with a hole for adding the shift levers.
