Make some noise before you get too close so you don't startle them and to give them time to move over for you. Clicking a brake lever, a bike bell, or just shouting "bike" works well. A good rule to follow is to never pass anything at more than a few mph speed differential. Common courtesy is to say thanks as you go buy.
